WITH growing discontent among worker unions in the country, student groups, and NGOs- Morobe Governor Kelly Naru branded the groups as domestic terrorists.

He made the remarks in parliament when referring to threats made by the various groups causing disruptions and threatening the pull-out of essential services at the detriment of the country.

The governor stated that despite the constitution providing the exercising of rights- the rights are civil liberties confined as not absolute but qualified.of Exercise on the rights of our constitutional rights

“Our constitution gives our people a number of important rights and freedoms which they are entitled to exercise.”

“The freedom of expression under section 46 of the constitution, section 47 freedom of assembly and association, section 51 right to freedom of information, section 52 right to freedom of movement, section 65 equality of citizens all citizens enjoy the same rights and freedoms, section 57 special right of citizen to vote in election and hold public office.”

“All these rights referred to are not absolute rights but qualified rights. They are not absolute in the sense that you can exercise those rights in any way manner and form you see fit, though they are qualified rights in the sense that we are called upon to exercise those rights and freedoms with restraint and responsibility.”

Naru said by violating, interfering with, or infringing of the rights of other members of our communities causing, issuing threats, intimidation, harassment, injuries to persons, destruction and even death.

“These violations are not only caused by those supporting the call for the PM to step down but also for allegedly by the police against students and also by students against students.”

“Even professionals of our society are calling for the shutdown of essential public services, withdrawal of labour as a means to an end.”

“This is unacceptable conduct. Industrial avenues are available to channel industrial grievances,” the governor said.

He added the use of unlawful means to call for disruption of essential services to the people as being improper and unlawful with those advocating the strategy should be accountable according to law.

“These people are domestic terrorists and insurgents who must not escape. They must face the full force of the law.”

“This country is governed by the rule of law and we cannot allow the rule of law to be governed and deteriorate at the pleasure of those hell bent in abusing the right and freedoms given to us by our constitution and those who are hell bent to pursuing death and destruction to further their cause.”

“The sacred mandate and will of the people bestowed on the government and the PM should not be easily and lightly interfered with unless there is cogent and convincing reasons to do.”

“We are only 9 months away from the elections if the performance of this government and PM is wanting- it is for the people to make that call for change.”
