Traffic authority set to revoke, repeal laws

THE new Road Traffic Authority (RTA) Board is set to take on its duties after being appointed into place recently.

According to the transport sector head and Secretary for Transport Roy Mumu, the new board will now deliberate on new road rules and regulations that may repeal or revoke various Acts and regulations governing the motor traffic sector.

Under an ADB (Asian Development Bank) grant financing, the new RTA Board members conducted their induction and second board meeting facilitated by an international road sector specialist consultant on the expectations of the government, industries, and their roles as RTA Board members as well.

“The new board will also deliberate on the new Rules and Regulations which once brought into effect, will revoke or the repeal the following current Acts and Regulations like: The Motor Traffic Act 1950; The Motor Traffic Regulations 1967; Land Transport Board Act 1968 (except for regulatory oversight of the Motor Car Dealers Act); Licensing of Heavy Vehicles Act 1977; Licensing of Heavy Vehicles Regulations 1977; and The National Roads Safety Council Act 1997.”

“The Department of Transport had to follow these legal and administrative requirements in the appointment of the new board who have a very challenging task ahead but we are on our way now.”

“As one of the four Ex-Officio Members of the RTA Board, I pledged to provide support in our endeavor to modernize public transport in PNG.”

Mr Mumu also made mention of contribution of all four ministers of transport over the last three years he has worked under as secretary in the establishment of the RTA.

Former Transport Minister Ano Pala was the first to present the RTA bill to Parliament which was passed in 2014.

“Minister Malakai Tabar in late 2014 supported the Department in meeting with the road Stakeholders & Industry representatives, especially encouraging them to recommend reputable nominees to represent them at the RTA board.”

“Out-going Minister William Duma, jointly with MEAC (Ministerial Executive Appointments Committee) in sponsoring the NEC Submission for RTA non Ex-Officio board members approval by NEC on 10th December 2015.”

“And the in-coming Minister, Nixon Duban in his 1st Ministerial official engagement giving the key note address during the swearing-in ceremony on 29th January 2016.”
