THE Department of Provincial and Local Level Government Affairs held a ceremony to witness the signing of contracts for its two deputies at the Department headquarters in Port Moresby last week.

Both positions were vacant since 2010- with both deputies acting in the positions up until their permanent appointment on February 26.

Dickson Guina, was appointed as the Deputy Secretary for Performance Monitoring and Improvement, which sees him being responsible for the capacity building and performance monitoring programs in the provinces- managing the districts, provinces and all their capacity building and performance issues.

Julius Wargirai, Deputy Secretary for Technical Advisory and Support Services, whose job is in the areas of advisory legal and policy and corporate services.

Secretary for the department, Munare Uyassi, congratulated both deputies on signing their contracts and informed them of the huge task ahead of them and his confidence also in their leadership and skills.

“Both of them are very well qualified, and we advertised for the job in the newspapers publicly.”

“We went through the whole selection process, screening processes, interview processes, and all the other necessary processes in order for them to eventually get appointed- they have been appointed on merit, so there is no issues surround their appointments,” he emphasised.

Both deputies thanked the secretary and the government for the confidence placed in them to carry out government policy and reassured the people of their utmost dedication to the roles they had been given.

Major focus or directive of the department is to look at the minimum standards for districts and local level governments- identifying what a district should have in order for it to deliver services, government infrastructure and systems in place in provinces, and come up with standards that  are then presented to the government.
